Emergency Communications: The Future of 911 November 21, 2008
Summary
The report emphases the importance of compliance with the Net 911 Act of 2008, especially related to the provision for the preparation of a national plan for migration to an IP-enabled network (i.e. Next Gen), as today’s 911 system is built on an infrastructure of analog technology that does not support many of the features that most Americans expect are part of an emergency response. It recognizes the importance of the role that Congress will play in this progress both from a policy and enforcement perspective.
Implications
Next Generation is inevitable. Thankfully, because VIXXI purpose-built our network from the ground up to Next Generation specifications, all VIXXI customers are NG-ready.

Net 911 Act of 2008

Summary
Essentially, in addition to confirming VSPs’ duty to provide 911 and E911 as established by the 1999 law, this act ensures that VSPs’ (and indirectly VPCs’) have the same access rights to the telephone network, 911 network, and Mobile Positioning Centers as other providers. The Act further provisions a national plan for migration to an IP-enabled 911 network, developed by the E-911 Implementation Coordination Office. Additionally, it includes protection of the rights of states and other political subdivisions to levy fees on 911 service and a requirement that FCC report annually on collection of state fees and other levies on 911 and E-911 services.
Implications
The implications of this act are that VoIP providers have the same rights and protection from liability as other carriers as pertains to 911. While not stated in the Act, this may mean that VSPs will also share the same responsibility as a carrier related to having to contribute to the universal service fund.
